Striving toward to Become an Open and Accessible University that
contributes to the Local Community

 In order to realize our goal of contributing to the generation of vitality in the region, Iwate Prefectural University seeks through efforts to contribute to the local community for example [collaborating with industry, academia and government], [strengthening its function as a think tank] and [providing learning opportunities to the citizens of Iwate].

 In Iwate Monozukuri and Software Integration Technology Center (i-MOS) and Center for Regional Policy Studies settled in the Regional Cooperation Head Office, the efforts are given to collaborate with industry, academia and government, and to play a role of its function as a think tank by promoting the Joint research with the companies, cities in Iwate Prefecture, and related organizations. Also in 2013 academic year, lectures and panel discussions of research that were dealt by each center were held at the meeting session to report the results of researches in Iwate Prefectural University in order to display our research outcomes to residents.

 In addition, projects of each faculty promote the research activities which contribute to revitalize the regions like as the disaster reconstruction. The bus for volunteering was operated to support the area affected by the disaster, and also the system and environment is established to back up volunteering activities by students.

Contributing to the local community by leveraging research and its results

 In the 2013 academic year, our efforts to obtain external funding have continued in the same way so far. Even though the number of externally-funded research case was decreased, the amount of funding increased more than that of the previous year. Joint research cases decreased from 73 (16,128,000 yen) in the previous year to 63 (22,533,000 yen) in 2013, and funded research, etc., went from 37 cases (113,946,000 yen) to 31 cases (116,378,000 yen).

 Scientific Research funding is also proceeded by adjusting appropriate selection. 12 faculty members received the fund in 2013. Other various efforts had been made to create the local vitality by promoting the joint research between industry and academia and the education for the technicians by utilizing the national project so called "Center for the Next Generation Mobility Technology Development that is Friendly to Human and Environment" program selected by the Ministry of Education, Culture, Sports, Science and Technology (MEXT) (from the year of 2012 to 2016 : delivered fund is about 50 million yen).

 Furthermore, in the 2013 academic year we conducted 37 extension lectures at the Takizawa campus , Miyako campus and the Aiina campus (located at the west entrance of Morioka Station), as well as in three regions contained Ofunato, in order to share research results with the citizens of Iwate. A total of 2,567 people attended the lectures.

i-MOS Research Topics

 i-MOS was established on April 1, 2011 with the aim of integrating the manufacturing industries’ base of software and hardware technology. We perform the joint research between the industry and academia, the nourishment of technicians with sophisticated skills and supporting the development of trial manufactures to release the equipments.

In the joint research between the industry and academia, based on [the Next-Generation Intelligent Information Technology], we collected the research topics within the campus to improve the productivity and added values of the manufacturing industry, and adopted 33 cases of researches so far.  “Takizawa-IPU Secondary Innovation Center” was newly opened in May, 2014. This center was prepared by Takizawa-city to realize “the Concept of IPU innovation park at Takizawa-city” which was designed as a base of accumulation of IT industry in Iwate. Owing to the appropriate environment besides university, it is expected that activation of the local industry and new job creation by the joint of industry (Moved-in companies), academia (IPU) and the local government (Takizawa-city).

 Including with “Takizawa-IPU Innovation Center” established in 2009, the total number of rooms are 21, and 17 companies are moved in 15 rooms on September, 2014.

 It is advantage for our University to do the joint research with the close relationship to the companies that have various needs with supports from Takizawa-city. Moreover, it is also expected the environment near the university causes the students to improve their employability like as educating the human resource through internship.

 With the maximum scale of the Faculty of Software and Information Science in Japan, we are going to set a goal as the improvement of the quality of education and research and the ability of students with the collaboration of moved-in companies and Takizawa-city.

Research Topics of the Center for Regional Policy Studies’ Regional Cooperative

 At Iwate Prefectural University, where one of our fundamental aims is “practical science and practice-oriented education and research”, we have set up the Center for Regional Policy Studies in order to further reinforce think-tank functionality for citizens. Confronting the needs and challenges of the people of Iwate from regional point of view, researchers from a variety of disciplines have been conducting researches to resolve local issues in collaboration with local governments as well as NPOs and business.

 Iwate Prefectural University, having researchers in a variety of disciplines, receives proposals on the challenges from local groups (public bodies such as prefectural and municipal governments, community organizations, NPOs, business and so on) regarding regional issues in the prefecture, and then carries out joint research through matching process with our researchers. Exploiting the results obtained through this research, proposers can expect programs (investigations and research) that are more directly connected to the local area by linking activities and efforts that are aimed at solving specific problems.

●Faculty Proposition Type (First Term)

 Targeting joint research carried out with local organizations, (public bodies such as prefectural and municipal governments, community organizations, NPOs, businesses and so on), our faculty members (researchers) carry out research they propose themselves in response to local needs. Having integrated “earthquake disaster reconstruction research” into “regional cooperative research (Faculty Proposition Type)” in the 2011 and 2012 academic years, from the 2013 academic year we will focus on recovery from the Great East Japan Earthquake.

The principle and the academic dean visiting Miyako to get the picture of current situation of affected area to develop a new project.

 Right after the Great East Japan Earthquake happened, the researches based on “the study of recovery” have been performed in Center for Regional Policy Studies established in April 2011. However, it has passed for three years after disaster and there is a variety of demands and new problems appeared, so that the existing research with small scale in short period cannot resolve the problems any more. To overcome this situation, since the year of 2014, we have started “the study to contribute to recovery more directly” with larger scale in longer periods of year, which is called “Progressive Reconstruction and Recovery Project form the Great East Japan Earthquake”.

 Ogawa Project makes it possible to centralize the regional security system to contribute to prevent an unattended death and suicide. To do that, the project performs 1) Having the study session periodically to proceed the research in industryacademia basis. 2) Having the actual condition survey about the framework, human resource and system of the security in the areas. 3) Based on the survey results, establishing the comprehensive inspection system available for the security provider who takes care of elderly citizens. Nitta Project promotes to enhance the competitive strength and in order to contribute to enlarge the employment of Fishery Processing and Distribution, the following approaches are planned, 1) Seeking the way of rebuilding the inter-business relation with employers and the government. 2) Making an inter-industry table to estimate the degree of spreading effect to the regional economy. 3) Designing the strategy to promote sales with employers and the government. 4) Going through how the relation between the fishery association and the employment of Fishery Processing should be.

 We are going to focus on these two themes until March, 2016.
