In the 2011 academic year, efforts were made to cultivate student employability, such as by introducing the IPU-E Map within the school and the full-scale launch of the IPU-E Project. In order to develop new places of employment, industries within the prefecture were canvassed, and networking was promoted.
Also, as a result of initiatives conducted by the Kouken Center for Government, a local public human resources research center which was newly created by the Faculty of Policy Studies in the 2011 academic year, 54 students passed the civil service exam in the 2011 academic year.

In the 2011 academic year, 54 students from Iwate Prefectural University passed the civil service exams, the highest number ever since the school’s inception. The establishment of civil service courses and an increase in enrollment in response to the earthquake disaster could be considered factors related to this. However, it seems that it can be largely attributed to the strengthening of efforts for civil service candidates, such as the establishment of the Kouken Center for Government, a local public human resources research center. This center was established in April 2011 after recognizing the importance of turning around the employment situation for students and their guardians who have great hopes for civil service, and building on the investigations and trial runs of the Civil Service Policy and Strategy Project Team that was established by the Faculty of Policy Studies in 2010 as a forerunner to the Kouken Center for Government. In order to gain employment with the civil service, very detailed support was provided to augment the efforts of the students themselves, such as study groups during lunch breaks, test groups with "specialized training exams" specially prepared by the member teachers, and even informal get-togethers with civil service mentors who would lend the students books. Although the center has just recently been established, it has increased the awareness of students by showing positive results, and will continue promoting initiatives to turn out great numbers of talented people for municipalities both within and outside Iwate Prefecture.
